While I cant find anything confirming why this is, its likely because its on the Reserved List, so Wizards is hesitant to errata something they cant reprint
It does play an excessive amount of ramp (probably too much as I found myself flooded during testing) through mana dorks and mana rocks (as they are unaffected by some of the more efficient land destruction like Armageddon)
